I don’t know about Detroit, but around in my neck of the woods, “bogart” has one definition and one definition only: to hog the weed. That’s it. There are no other definitions. From the context of the quote, I can imagine that George Blaha was trying to stretch the term to also mean “to bully”. He is wrong. That is not an acceptable use of the term.
Even it was, Tobias Harris isn’t exactly that big, definitely not big enough to reliably push people around in the post. Him doing it to Nik Stauskas a couple of times doesn’t really imply a whole lot.
